CAO HAS TO GO?

Please read Councillor Kim Tyres post below. This is completely unacceptable and a fundamental breakdown of democratic accountability.

Administration does not outrank Council. Administration works for Council. When Council is overseeing an active emergency… multiple communities under Boil Water Advisory and city-wide water restrictions, there is no justification for withholding a report that directly informs public safety and emergency response.

The fact that the draft Independent Review Panel report exists, is in Administration’s possession, and was explicitly denied to elected officials is astonishing. Council does not require a “perfect” or finalized document in a crisis. It requires information. Delay under these circumstances is not prudence; it is obstruction.

David Duckworth must be held accountable. He previously oversaw the water utility and is now refusing to provide Council with a report assessing a catastrophic failure of that very system. That conflict alone demands immediate scrutiny.

This is not a procedural disagreement. It is a governance failure.

Council must reassert its authority immediately. Transparency is not optional in an emergency. Accountability cannot wait.
